DR. LOVETTA QUINN-HENRY
















Dr. Lovetta Quinn-Henry is a nationally respected law enforcement executive, scholar-practitioner, educator, and entrepreneur whose life’s work centers on leadership, service, and empowering women to rise into their full potential.
With more than three decades of distinguished service in public safety, Dr. Quinn-Henry currently serves as the 16th Chief of Police for the City of Apopka and the first woman to lead the agency in its history. Her appointment reflects a career defined by excellence, integrity, innovation, and a deep commitment to community trust. Throughout her tenure in law enforcement, she has served in progressive leadership roles across patrol and tactical operations, criminal investigations, professional standards, training, accreditation, and executive administration, consistently driving organizational performance, accountability, and community-centered policing.
Beyond her command experience, Dr. Quinn-Henry is a scholar and educator dedicated to advancing leadership development and organizational excellence. She holds a Doctor of Philosophy (PhD) in Criminal Justice Leadership, with research focused on officer wellness, trauma-informed leadership, and organizational resilience. As an adjunct professor and published author, she bridges academic rigor with real-world leadership practice, mentoring the next generation of leaders across criminal justice, public administration, and executive leadership domains.
Dr. Quinn-Henry is also the founder and CEO of Strategic Solutions Professionals, a consulting and leadership development firm and parent company for WIN. Through this platform, she collaborates with agencies, organizations, and professionals nationwide to strengthen leadership capacity, ethical decision-making, and professional growth.
Women of Influence Networking (WIN) was conceived from Dr. Quinn-Henry’s personal journey and professional insight. Throughout her career, she witnessed firsthand both the power of mentorship, sponsorship, and authentic connection, and the persistent barriers women face when navigating leadership pathways, particularly in criminal justice. WIN was created to serve as a transformational space where women connect, collaborate, learn, and lead with confidence and purpose in relaxed nonjudgemental spaces.
Through WIN, Dr. Quinn-Henry is cultivating a dynamic community of professional women across criminal justice, public safety, education, healthcare, business, law, and corporate leadership. The mission is to foster meaningful relationships, elevate leadership development, and intentionally build pathways for mentorship and sponsorship that empower women to thrive personally, professionally, and collectively.
At the core of Dr. Quinn-Henry’s leadership philosophy are service, authenticity, resilience, and excellence. Her vision for WIN is to establish a national platform where women support one another, expand their influence, and lead boldly in every space they occupy.
